Every state asset, accounted for.
Every transition, in order.

The Office of the Administrator-General keeps Ghana’s record of official assets and coordinates the orderly transfer of power from one administration to the next.

The transition, in three acts

Form OAG-1
  1. I

    Register

Every official vehicle, residence and office item, recorded against the person who holds it.

  2. II

    Verify

Annual and ad-hoc checks at ministries, departments and agencies.

  3. III

    Hand over

Notes and assets pass to the incoming administration, and nothing goes missing.

02 · What we do

Four services, one purpose: continuity of government.

  1. 01

    Asset and property register

We keep the national record of official assets held by political appointees and public institutions: vehicles, official residences and office property.

    • Annual and ad-hoc inventory checks at MDAs
    • Custody records for ministers, deputies, CEOs and DGs
    • Recovery of assets at the end of an appointment
  2. 02

    Handing-Over Notes

Under the Presidential (Transition) Act, 2012 (Act 845), we guide and coordinate how Handing-Over Notes are prepared and distributed.

    • Guidelines and templates for MDAs, MMDAs, RCCs and ICBs
    • Quality-assurance review of draft notes
    • Delivery to the Transition Team through the Presidency
  3. 03

    Transition coordination

We give technical and professional support to the Transition Team, so that power changes hands in an orderly way and nothing goes missing.

    • Secretariat support to the Transition Team
    • Training workshops for outgoing institutions
    • Reconciliation of assets returned against assets issued
  4. 04

    Presidential records

With PRAAD, we make sure that the records of activity at the Presidency are collated, formatted and stored as part of the nation's history.

    • Presidential archives and documentation
    • Records retention with PRAAD
    • Access to records for researchers, on request

03 · The transition cycle

From guidelines to handing over, one election year at a time.

  1. Election year · Q2

    Guidelines issued

OAG publishes the Handing-Over Notes guidelines and templates and trains MDAs to use them.

  2. Q3

    Draft notes reviewed

Quality-assurance teams review the draft Handing-Over Notes at roundtable sessions.

  3. Q4

    Asset verification

Every appointee's vehicles, residences and office property are checked against the register.

  4. Post-election

    Transition Team

The Transition Team is constituted under Act 845 and OAG provides its secretariat.

  5. 7 January

    Handing over

Notes and assets pass to the incoming administration, and outstanding items are recorded and recovered.

For officers · OAG Asset Registry

Ask the register a question. Get an exact number.

One national record of every official vehicle, residence and office item, searchable in plain English by ministry, region and rank. Inventory checks, transfers and handing-over run as tracked workflows, so the Office knows what each appointee holds before a transition begins.
